A little while ago, I sent 2 questions to the Elections Director for the State of Michigan, Christopher Thomas:
1) Would the State of Michigan accept digitally signed petitions?
2) Has the State of Michigan investigated this to date?
Today I received a personal reply:

We would not accept machine printed petition signatures. It would take
legislation to enable this.
We have not investigated this.
Hope this is helpful.
Chris Thomas"

So perhaps a place to start is to look at what some legislation would like to enable this?
